Signatures on non-recordable documents, e.g. powers of attorney, affidavits, consents, copies of IDs, diplomas, transcripts, etc. can be notarized by a New Jersey notary public. Here are a few general guidelines:
The document must be signed. The signature(s) of the signer(s) must be original. Electronicall and remotely notarized documents are not eligible for apostilles in New Jersey.
The document must be notarized by an active notary public. If the notary's license has expired, the document will not be accepted for an apostille. You can check if the notary public is active here... The signature of the notary public must be original.
If the document is signed by more than one person, the notary should indicate whose signature(s) he/she is notarizing.
The document must be notarized properly. The notary must use a notarial certificate, otherwise the document cannot be apostilled. See sample notarial statements below..

Can a New Jersey notary certify a copy of a document?
Yes, the State of New Jersey allows copy certification by notaries public. However, the following documents cannot be copy-certified:
- vital records (birth, marriage, death certificates)
- court issued documents (divorce records)
- certificates of incorporation and certificates of good standing issued by the Office of the State Treasurer
Copies of diplomas and transcripts can be copy certified. Please check with the receiving foreign school / agency if they will accept a notarized copy. Many foreign schools require an original transcript signed by the school principal or registrar.
