The transcript must be signed by a school official (principal, registrar, counselor, etc.) The signature of the school official must be original.

Can an Idaho notary certify a copy of a transcript?
IMPORTANT! The State of Idaho does not allow notaries public to certify copies of school transcripts (Idaho Notary Public Handbook, page 25). The notaries can certify copies of diplomas.
