Delaware apostille guidelines:

The following documents qualify for Delaware apostilles: 

apostille acceptable documents notarized by Delaware notaries public (Vital records documents cannot be notarized!)
apostille acceptable certified copies of birth, death, marriage certificates (vital records must be signed by the State Registrar Karyl Thomas Rattay, MD at the Delaware  Department of Health and Social Services)
apostille acceptable certified copies of judgments issued by Delaware courts
apostille acceptable certified copies issued by the Office of DE Secretary of State

Delaware apostille tips:

Whenever an apostille is requested for documents that have been filed with the Secretary of State, each document must be certified separately. Documents that have been certified under a one-cover certification are not acceptable for the issuance of the apostille.

Any document that is in a foreign language must have the English translation attached to it. The English version must be notarized.
 
tip 2School diplomas, transcripts or verification letters issued by the Delaware universities and colleges must be certified by the school registrar and notarized by a Delaware notary public before requesting an apostille.
